For virtual networking, IMO there is work on virtualizing routers (ala RFC1812), but not hosts (e.g., RFC1122/23). For virtual systems, I'll let others speak as to the potential overlap with other WGs or RGs. Finally, this would be a RG (IRTF) not a WG (IETF).
